"On June 1, 2019, a new government administration began in El Salvador inherited a country where undoubtedly, there was still much to do to improve conditions in different areas of the population. But it was also clear there was a path outlined in several relevant fields".  Foundation of Studies for the Application of Law, acronym in Spanish FESPAD, present its report two years into the government of President Bukele. You can read the report in Spanish HERE

In Conclusión

"In these two years of government administration, there is a sensitive regression in terms of the enjoyment of human rights. For the first time since the signing of the Peace Accords, the core of fundamental rights has been under threat and risk.

The COVID-19 pandemic has represented an opportunity that the government has taken advantage of to focus the attention of the population in the management that has been carried out, as well as the availability of financial resources with little control and little transparency. Nevertheless,  the management of COVID-19 is presented as acceptable, little progress has been made in the care of the structural and historical problems of the country, of which little is perceived by the population.

In the conditions of current institutional correlation, the concentration of power, the government has the opportunity to promote necessary structural changes to eliminate historical problems and improve the country's situation, however, in these two years, there is not a single change that indicates that the way forward is that. Pending is the reform of the tax collection policy, the private pension system, the public health system, the theme of water and the environment, among others.

The hope a high percentage of Salvadorans have been placed in the President of the Republic, and the congressman does not represent a blank check to make contrary decisions to the Constitution of the Republic and the laws. Being democratic not only implies having come to power in this way, but to be truly such, one must have a democratic exercise of power, and unfortunately in these two years, it has not been like that.

In these two years, the Achilles' heel of the government is lies, corruption, the blow to democratic institutions, and authoritarianism."
